You can hold down Alt-LeftClick to pan the screen, Alt-RightClick to zoom, and Ctrl-Alt-LeftClick to rotate the view without switching tools.

Agreed on the need to down-res the animatic. Under 1080 should be fine. A short while ago I purchased the Bloop Animation tutorial series for TVPaint and one of the particularly useful sections of it was a guide to splitting your animatic.

Framed Ink is a wonderful book! I believe you could accomplish anything in that book with the Pen brush in TVPaint. Check if there is another utility or application on your machine that is intercepting keyboard shortcuts. I have had this happen several times.
