Don't know, but if they take note from their artists, they could be using TVP. How be it restoration work- probably photoshop.

I got a letter from one of the guys who did the backgrounds for the Illusionist, "I use photoshop, not so much out of choice, but because It's been the thing to do in the industry. I definitely think there are better programs out there. I've recently discovered TV-Paint... "
