how to: video and animation

hi guys. i need your help or advice about home video. i'm sure a lot of you film family events, celebrations, etc. and then make a short logical movie. so, i'd like to do the same. to put into it music, photos, pictures, some effects. my wife wants me to make a video about our vacation. so i have an idea of a little animation with a girl who comments events in the video in a funny way. i've never done such things before. please, tell me how to do it with tvpaint. or am i in a wrong place and should use other programs?
