I can confirm this,
for rotation and position the keyframer does use the offset pivot coordinates,
but when you scale, it does so from the original position coordinates, which is not intuitive/desired.

Yes this is not intuitive. Nested arrays of color and alpha channels :? ... they make my brain hurt... but if you keep it simple it can be very usefull....
